Despite the title, the film has zero sense of place and could have been shot anywhere with Victorian housing stock and a multiethnic cast.

The film-making is clunky, the voiceover from dealer Sirus (Nathanael Wiseman) is irksome and the gangster-police showdown is merely a showcase for some severed fingers and very large guns.
